I am writing on behalf of Noor Quran, a Quran-first digital platform being developed for web, Android and iOS.
Noor Quran provides Quran reading, listening, memorisation, Khatm planning, prayer times, Qibla, Hijri calendar and related Quran-centred tools.
We are currently completing our rights and technical review for four recitation editions available through the AlQuran API / Islamic Network CDN:

We have reviewed your published terms and previous community discussions regarding Quran recitation rights. We understand that copyright may remain with the individual reciters or their estates/rightsholders.
For our internal rights records, could Islamic Network kindly clarify the following specifically for the recordings listed above?
May Noor Quran stream these recordings in its web, Android and iOS applications?
May we provide background playback and lock-screen playback?
May Noor Quran cache the audio through our own infrastructure or CDN for reliability and performance?
May users download the recordings inside Noor Quran for offline listening?
Is use permitted in an application that is initially free but may in future receive revenue through subscriptions, sponsorship, donations or other commercial activity?
Is permission worldwide, or are there territorial restrictions?
Is specific attribution required? If yes, what wording should Noor Quran display?
May we display the reciters’ names, edition identifiers and recording metadata?
Are there any restrictions that apply specifically to any of these four recitation editions?
Could you confirm the riwayah represented by each edition?
Does Islamic Network have authority to grant these permissions for these recordings, or should Noor Quran separately obtain permission from the relevant reciter, estate, publisher or recording rightsholder?
If streaming and offline-download permissions differ, we would appreciate having them stated separately.
Our technical review has already verified the recordings extensively, but we will not approve or release any reciter in Noor Quran until both technical-integrity and documentary-rights requirements are satisfied.
